Ken–Betwa, Rice Methane and Bonded Labour

Today’s high-value stories sit on one UPSC axis: development cannot be judged by engineering output alone. It must be assessed through ecology, consent, safety and whether the benefits and costs are fairly distributed.

1. Ken–Betwa: a river-linking project is a governance project

The Ken–Betwa link should never be reduced to “surplus water transferred to a deficit basin”. Basin hydrology changes across seasons and years; rivers carry sediment and ecological flows; reservoirs alter habitats; and displacement is not solved by announcing compensation. The project must therefore be read through the National Perspective Plan, environmental flows, wildlife impacts around the Panna landscape, rehabilitation and the participation of affected communities.

How to write it: Open with the potential benefit—irrigation, drinking water and drought mitigation. Then qualify it with five tests: hydrological reliability, ecological impact, social rehabilitation, financial viability and federal/institutional coordination. End with basin-level planning, transparent impact assessment and measurable post-project monitoring.

2. Himalayan tunnel disaster: geology must set the limits of infrastructure

A Himalayan disaster is not an isolated construction failure. The region is young, tectonically active and landslide-prone; extreme rainfall and glacier-related hazards add to risk. Tunnels, roads and hydropower need cumulative impact assessment, slope stabilisation, worker safety protocols, drainage planning and independent geological review.

Do not write “stop all development”. The mature UPSC position is risk-informed development: align project design, emergency preparedness and maintenance with the carrying capacity of fragile mountain systems.

3. Rice methane and SRI: a Prelims fact with a GS-III argument

Flooded paddy fields can create anaerobic conditions that generate methane. Practices such as alternate wetting and drying can reduce the duration of continuous flooding. The System of Rice Intensification is relevant because it connects water management, input use, yields and greenhouse-gas mitigation. But do not overclaim: adoption depends on labour, extension services, local soil and water conditions.

Prelims trap: SRI is not simply “more fertiliser” or “permanent flooding”. Revise its basic logic: young seedlings, wider spacing, careful water management and soil aeration.

4. Bonded labour: Article 23 requires enforcement, not symbolism

Article 23 prohibits trafficking, begar and other similar forms of forced labour. The Bonded Labour System (Abolition) Act, 1976 provides the legal framework, yet debt, migration, lack of identity documents, caste-based vulnerability and weak inspection can keep coercion alive. Rescue is only the first step. Rehabilitation needs wage recovery, safe housing, schooling, livelihood access and legal aid.
