India can produce scientists; can its institutions retain them?
- The science-page argument is prompted by reports of nearly 120 scientists leaving ISRO and similar departures from CSIR laboratories and other publicly funded research institutions.
- Salary is only one factor. Researchers also seek professional dignity, freedom to choose problems, timely procurement, fair evaluation and the ability to question senior colleagues without career retaliation.
- Rigid hierarchy converts scientific disagreement into administrative disobedience. Informal patronage can then influence grants, promotions, conference access and appointments.
- Laboratories lose institutional memory and experienced mentors even if departing researchers join Indian startups or private laboratories.
- Semiconductor, quantum, AI, biotechnology and space missions require organisations capable of retaining specialised teams for decades.
- Buildings and instruments can be purchased quickly; a culture of intellectual trust cannot.
- Give principal investigators predictable research autonomy within audited budgets.

- Create independent grievance, anti-harassment and whistle-blower systems outside the immediate hierarchy.
- Train directors in mentoring and organisational leadership; use fixed terms and transparent searches.
- Track attrition, exit reasons, procurement delays, postdoctoral careers and the time from proposal to funding.
- Permit movement between universities, national laboratories and deep-tech firms without treating mobility as disloyalty.
- Link with recurring GS-III questions on why Indian research does not sufficiently translate into technology and industrial capability.
