Kerala's resilience system: recover river capacity, but do not confuse dredging with resilience

- Extreme rain can exceed any channel's capacity; therefore, de-silting alone is not a flood solution.
- River engineering without sediment study can shift erosion or flood risk downstream and damage aquatic ecology.
- Combine rainfall, river-gauge, soil-moisture, landslide and reservoir-release data into impact-based local warnings.
- Protect floodplains and wetlands as storage space rather than treating them as vacant urban land.
- Use catchment restoration, slope management, drain maintenance and scientifically justified sediment removal.
- Pre-identify evacuation routes, shelters and vulnerable households; a warning matters only if it triggers safe action.
- Publish dam-operation rules and ensure that recovery restores documents, homes, schools and livelihoods—not only roads.
- Revise disaster-risk reduction, NDMA-SDMA-DDMA roles, floodplain zoning, flash flood versus riverine flood and the Sendai Framework.
